Caroline Duncan

Project Manager

As a Project Manager supporting the U.S. Department of State’s video production office, Caroline Duncan has expertise in digital video production, strategic communications, and project execution. Caroline leads end-to-end delivery of social media video content for global audiences across platforms including X, Instagram, Facebook, YouTube, and LinkedIn. She develops and oversees project plans and production schedules, aligns stakeholders and cross-functional teams on priorities and timelines, and helps resolve resourcing and workflow conflicts to ensure on-time, high-quality publication and distribution.

Before her current role, Caroline served as a New Media Producer on a Department of State program, executing messaging and promotions across digital channels and producing live and recorded content in English and Spanish. She brings deep expertise in performance measurement, collecting and analyzing video analytics using tools such as YouTube and CrowdTangle — translating insights into weekly reporting and presentations. Caroline has also led webinars and trainings with U.S. embassies overseas and authored internal procedures and best-practice recommendations to strengthen video production operations across teams and international partners.

Caroline earned her bachelors degree from Christopher Newport University and maintains a Public Trust clearance. Her leadership is grounded in clear communication, cultural awareness, and a collaborative, detail-oriented approach to project execution.

When she’s not working, Caroline is usually soaking up family time, dreaming up her next trip, or playing host—helping fellow travelers feel right at home in the cozy short-term rentals she and her husband manage.
